Medicare fines over hospitals' readmitted patients

WASHINGTON (AP) ? If you or an elderly relative have been hospitalized recently and noticed extra attention when the time came to be discharged, there's more to it than good customer service.

As of Monday, Medicare will start fining hospitals that have too many patients readmitted within 30 days of discharge due to complications. The penalties are part of a broader push under President Barack Obama's health care law to improve quality while also trying to save taxpayers money.

About two-thirds of the hospitals serving Medicare patients, or some 2,200 facilities, will be hit with penalties averaging around $125,000 per facility this coming year, according to government estimates.

Data to assess the penalties have been collected and crunched, and Medicare has shared the results with individual hospitals. Medicare plans to post details online later in October, and people can look up how their community hospitals performed by using the agency's "Hospital Compare" website.

It adds up to a new way of doing business for hospitals, and they have scrambled to prepare for well over a year. They are working on ways to improve communication with rehabilitation centers and doctors who follow patients after they're released, as well as connecting individually with patients.

"There is a lot of activity at the hospital level to straighten out our internal processes," said Nancy Foster, vice president for quality and safety at the American Hospital Association. "We are also spreading our wings a little and reaching outside the hospital, to the extent that we can, to make sure patients are getting the ongoing treatment they need."

Still, industry officials say they have misgivings about being held liable for circumstances beyond their control. They also complain that facilities serving low-income people, including many major teaching hospitals, are much more likely to be fined, raising questions of fairness.

"Readmissions are partially within the control of the hospital and partially within the control of others," Foster said.

Consumer advocates say Medicare's nudge to hospitals is long overdue and not nearly stiff enough.

"It's modest, but it's a start," said Dr. John Santa, director of the Consumer Reports Health Ratings Center. "Should we be surprised that industry is objecting? You would expect them to object to anything that changes the status quo."

For the first year, the penalty is capped at 1 percent of a hospital's Medicare payments. The overwhelming majority of penalized facilities will pay less. Also, for now, hospitals are only being measured on three medical conditions: heart attacks, heart failure and pneumonia.

Under the health care law, the penalties gradually will rise until 3 percent of Medicare payments to hospitals are at risk. Medicare is considering holding hospitals accountable on four more measures: joint replacements, stenting, heart bypass and treatment of stroke.

If General Motors and Toyota issue warranties for their vehicles, hospitals should have some similar obligation when a patient gets a new knee or a stent to relieve a blocked artery, Santa contends. "People go to the hospital to get their problem solved, not to have to come back," he said.

Excessive rates of readmission are only part of the problem of high costs and uneven quality in the U.S. health care system. While some estimates put readmission rates as high as 20 percent, a congressional agency says the level of preventable readmissions is much lower. About 12 percent of Medicare beneficiaries who are hospitalized are later readmitted for a potentially preventable problem, said the Medicare Payment Advisory Commission, known as MedPAC.

Foster, the hospital association official, said medication mix-ups account for a big share of problems. Many Medicare beneficiaries are coping with multiple chronic conditions, and it's not unusual for their medication lists to be changed in the hospital. But their doctors outside sometimes don't get the word; other times, the patients themselves don't understand there's been a change.

Another issue is making sure patients go to their required follow-up appointments.

Medicare deputy administrator Jonathan Blum said he thinks hospitals have gotten the message.

"Clearly it's captured their attention," said Blum. "It's galvanized the hospital industry on ways to reduce unnecessary readmissions. It's forced more parts of the health care system to work together to ensure that patients have much smoother transitions."

MedPAC, the congressional advisory group, has produced research findings that back up the industry's assertion that hospitals serving the poor, including major teaching facilities, are more likely to face penalties. But for now, Blum said Medicare is not inclined to grade on the curve.

"We have really tried to address and study this issue," said Blum. "If you look at the data, there are hospitals that serve a low-income patient mix and do very well on these measures. It seems to us that hospitals that serve low-income people can control readmissions very well."

Under Obama's health care overhaul, Medicare is pursuing efforts to try to improve quality and lower costs. They include rewarding hospitals for quality results, and encouraging hospitals, nursing homes and medical practice groups to join in "accountable care organizations." Dozens of pilot programs are under way. The jury is still out on the results.

Beavers begin conference play at Washington

After a promising preseason start, the Oregon State men?s soccer team is heading into their first conference game against the University of Washington with confidence.

?Any time things are going well, it is easier to play,? said senior captain Chris Harms. ?I think we are confident and think we can beat anybody.?

OSU (5-2-1) takes on the Huskies (5-3-1) Sunday afternoon at 4 p.m. in Seattle. It will be their first of three road games to open up Pac-12 play. While the Beavers are 4-0-0 at home, their road record of 1-2-1 is subpar.

Preparation for the first conference game against the Huskies was business as usual for the Beavers as they took the field for practice on Wednesday, after a day of rest following the Hensor/Zaher Nike Classic last weekend.

?I think it starts with our practice this week,? Harms said. ?I think we need to focus . . . and try and hit our standards at practice every day.?

?I think this week at training will really set the tone for [conference play],? said senior forward Emery Welshman, who was named Pac-12 Player of the Week. ?We are going to hit the ground running right now and hopefully we can carry on our momentum into this weekend.?

The team is coming off a three-game winning streak and is hoping to maintain that standard of excellence now that they begin to take on Pac-12 opponents.

Start of conference play means new challenges for the players on and off the pitch as well. With this being the first week of classes for students, the challenge of balancing school and sports begins. The upperclassmen expressed confidence in their team and their ability to get the job done.

?I think the first day of class is not that hard so it shouldn?t affect us that much, and if it does then we have a problem,? said Harms. ?I think we will be fine this week.?

The on-field product will have its own challenges for the Beavers against Washington. Oregon State can expect a good physical match from the Huskies. Washington also has a long throw-in tactic that the Beavers will need to be prepared for. ?They do have a kid who can do a flip throw, or who can throw the ball in from forty yards away into the goal box,? said Harms. ?So pretty much anytime the ball goes out of bounds we have to come alive and be ready to win the ball in the air.?

All things considered, the team is looking at the first conference game the same way as any other. Nerves may be running high on game day as the Beavers open the Pac-12 conference play, but the players know the job they face for Sunday?s game.

?I don?t think nerves are an issue at all,? said freshman Mikhail Doholis, ?We just need to go in there with the appropriate approach, and the right mentality, and we can get business done.?

Oregon State has already matched its win total of five from a year ago. The Beavers finished with a 3-6-1 record in the Pac-12, a number they undoubtedly want to improve on.

Navigating the seas of Titan, Saturn's largest moon

ScienceDaily (Sep. 27, 2012) ? Humanity has landed a rover on Mars. Now, say scientists, it's time to land a boat on Titan. This outlandish scenario could become reality, according to scientists presenting their proposals at the European Planetary Science Congress on Sept. 27.

Titan, Saturn's largest moon, is one of the most Earth-like bodies in the Solar System. With a thick atmosphere, a diameter between that of Earth and the planet Mercury, and a network of seas, lakes and rivers, it is in many respects more like a planet than a moon like Earth's.

The Cassini-Huygens mission, which studied Titan extensively in the 2000s, confirmed that lakes, seas and rivers of liquid hydrocarbons (similar to household gas) exist, covering much of the satellite's northern hemisphere. Although it eventually landed on solid ground, the Hugyens lander was designed to be able to float for a short period.

The new plans, called the Titan Lake In-situ Sampling Propelled Explorer, proposes a boat-probe, propelled by wheels, paddles or screws. The probe would land in the middle of Ligeia Mare (the biggest lake, near Titan's north pole), then set sail for the coast, taking scientific measurements along the way. The mission would last around six months to a year.

"The main innovation in TALISE is the propulsion system," says Igone Urdampilleta (SENER), a member of the TALISE team. "This allows the probe to move, under control, from the landing site in the lake, to the closest shore. The displacement capability would achieve the obtaining of liquid and solid samples from several scientific interesting locations on Titan's surface such as the landing place, along the route towards the shore and finally at the shoreline."

Titan's environment is too cold for life as we know it, but its environment, rich in the building blocks of life, is of great interest to astrobiologists. The satellite's atmosphere is made up largely of nitrogen (like Earth's), is rich in organic compounds and hydrogen cyanide, which may have played a role in the emergence of life on Earth.

The TALISE concept is being developed as a partnership between SENER and the Centro de Astrobiolog?a in Madrid, Spain. This mission concept is the result of a 'phase 0' study. In the following phases the feasibility study and a preliminary mission architecture would be realised to consolidate a possible technical proposal for future space science mission call.

Delhi Half Marathon: Defending champ Benti eyes course record

New Delhi, Sep 27

Airtel Delhi Half Marathon's defending champion Lelisa Desisa Benti of Ethiopia is aiming to break the course record here Sunday in the elite men's category.

Benti clocked his personal best 59.30 minutes last year winning the 21-km race in November. But this time the 22-year-old is chasing the course record of 59.15 set in 2008 by compatriot Deriba Merga.

"I will aim to smash the course record and in the process I will also try to go for the world record. It will be tough but let's see. A lot depends on the temperature and conditions on Sunday," said Benti here Thursday.

There is an added incentive too for breaking the course record. Apart from the regular earnings, a $10,000 prize money will be given for a new course record.

Benti had been training in Addis Ababa for the past few weeks and this will be his first road race of the year.

Benti's fellow competitor Chebii Ezekiel Kiptoo of Kenya is also a favourite to take the totle.

However, the 21-year-old Kenyan recently recovered from Typhoid and does not believe the illness will hamper his race. He is also planning to run the full marathon from 2013.

Ezekiel believes that the track record is very much within reach.

"My target is to get the track record. However, it will depend on that day whether the conditions will be good or not," said the Kenyan.

Among the women, the Ethiopian challenge will be led by Aselefech Mergia who will be running her seventh Delhi Half Marathon in a row.

The 27-year-old won twice in 2008 and 2010 with a personal best timing of 1:08.1.

Kenyan Caroline Kilel, 31, who recovered from Malaria just five days ago, said that she will be in top condition by Sunday.

"I just needed 2-3 days to recover and I will try my best on Sunday."

Caroline won the 2011 Boston Marathon and the 2010 Frankfurt Marathon.

Apple's Tim Cook 'extremely sorry' for Maps flaws

It has been no secret: Apple's new maps app included with the iPhone 5 and iOS 6 launched last week with a lot of glitches, including misplaced points of interest and jumbled renderings of important locations.

Today Apple has addressed the issue head on with an apology letter from CEO Tim Cook. The letter, which appears on the Apple website, admits the direct problems with the service.

"At Apple, we strive to make world-class products that deliver the best experience possible to our customers," Cook wrote. "With the launch of our new Maps last week, we fell short on this commitment. We are extremely sorry for the frustration this has caused our customers and we are doing everything we can to make Maps better."

Cook also reiterated what Apple said last week -- that the Maps will get better over time as more people use the service.

He also alerted users to the fact that there are other options in the App Store, including Bing, MapQuest, and Google's Maps available through the browser.

Apple had used Google's Maps since the launch of the iPhone, but with iOS 6 and the iPhone 5, both released last week, it moved to its own solution which it has been building for quite some time. According to reports, Google and Apple still had another year to their agreement, but Apple wanted to create its own solution. Google has not released a standalone app for the iPhone or iPad, though The New York Times reports that it will be out before the end of the year.

Still, it remains clear that Apple is planning to invest big into mapping and fixing the problems.

"Everything we do at Apple is aimed at making our products the best in the world," Cook concluded. "We know that you expect that from us, and we will keep working non-stop until Maps lives up to the same incredibly high standard."

Report: Google hopes to have Maps app on iPhone by end of year

With so much drama around the?Maps app in the latest?iPhone software upgrade, people are excited about a report that Google should have a new iOS Maps app out by year's?end.

In iOS 6, Apple's newly released?mobile operating system upgrade, the Cupertino-based company decided to do away with the Maps app created by Google and replaced it with its own version. While the change has clear strategic advantages ? why should Apple give its chief competitor a featured spot on the iOS home screen ? people were justifiably riled up because?Apple's new Maps app is still in its infancy (despite being powered by TomTom's widely used?Tele Atlas maps).?

Though the furor got out of hand ? for most people, the maps work fine and the app brings a free turn-by-turn navigation service to the iPhone for the first time ? Apple's solution is not as solid as Google's well-established version. There were some pitchforks, there were some torches, and there were a lot of dramatic blog posts.

If people are finally calming down, it's at least in part to do with the fact that?they aren't limited to the apps which are built into iOS 6 as well as the likelihood that Google will develop a new?Maps app for iOS. And now, according to a report in the New York Times, that is indeed what is happening.

Google is building this app for the iPhone (and iPad), and is "seeking to finish by the end of the year," says the Times' report. The delay is in part due to the fact that Google wants to build a pretty 3-D version of its Maps for Apple users, says the report, and may consider combining the existing Google Earth app for iPhone with the new Maps app.

This information comes via "people involved with the effort who declined to be named because of the nature of their work," so naturally a small amount of?skepticism?should be maintained.

As far as any official word goes, all we know is that on Tuesday, during a press event in Tokyo, Google's executive chairman Eric Schmidt said that that the company had "not done anything yet" in regards to a Google Maps app for iOS.?This could easily to?posturing (why not sell a few more Android phones while the anger is high?).?

Any decision regarding whether a Google Maps app would be accepted into the Apple App Store would have to be made by Apple, Schmidt explained, according to Reuter's Kevin Krolicki, but since Apple permits many would-be competing apps from Google, Amazon and others, it seems likely that a Google?Maps app would go through just fine.?

So what do you do while twiddling your thumbs and waiting for Google to make its move (and for Apple to hopefully approve of that move)? You can use an alternative app?or the Web version of Google Maps.

Or you can just tough it out with Apple's new Maps app.

Terri Hunter is a busy woman. Many around the Sedalia area may know her as a successful real estate agent with Re-Max of Sedalia, but many do not realize that she has several time consuming activities that she is just as passionate about.

Hunter was born at the U.S. Marine Corps bas Camp Pendleton, California.

?I was only there until I was two. My dad was a Marine and we moved around every three to five years,? Hunter said.

She added, ?From there my dad transferred to Memphis, Tennessee. I went to school for a year in Memphis,? Hunter said.

Like most military kids Hunter and family relocated again, this time to Beaufort, South Carolina.

?From there we moved to Sedalia for a year while my dad went to Okinawa. From there we went to Camp Lejeune, North Carolina, and then my dad retired from the Marine Corps in May of 81. Then we moved here,? Hunter explained.

Hunter ended staying in the Sedalia area and she graduated from Smith-Cotton before moving on to State Fair Community College, where she received an A.A.S. in Accounting.

Hunter was asked if she had a chance to play any sports while moving around so frequently.

?In North Carolina I was the only girl on the baseball team. They didn?t have cheerleaders so I tried to join the football team. They decided to make a cheer leading squad,? Hunter said.

Hunter was asked if she got involved in real estate early on in her work career, or if that was something that came later.

?In real estate I would have liked to have gotten into that earlier, but I thought you had to know a lot of people.

?You really just need to know the marketing and housing,? Hunter explained.

She added, ?I was the office administrator for Re-Max for almost three years. Just seeing the different people that do real estate, I thought I could do that.?

Hunter has been a real estate agent with Re-Max for five years now, and when she first started as an agent in January of 2008 the housing market was in the beginning of its downturn.

?It was a tough year, but it taught me not to get bad habits. You can?t just wait for people to walk in. You have to do the work,? she said.

When asked if she still enjoys the real estate business as much as she did when she started, Hunter replied, ?I do. As a matter of fact I am taking classes for my broker?s license. It is a roller coaster. No two closings are the same.

Not only does she sell real estate, but Terri also trains people for the West Central Association of Realtors.

?I am on the Education and New Member Orientation Board. I train all of the new members that come into the association. I have done that now for three years.

Hunter, ever the busy woman, has also served as the treasurer of the Sedalia Lions Club for nearly two years, and she is also the treasurer for the Sedalia Landlord Association.

Terri and her husband Donnie have two children, both girls. Her daughter Holly is going to college to complete her master?s degree in Speech Pathology. Her daughter Heather is following the footsteps of her mother and taking real estate classes.

Terri and Donnie are also involved in owning and managing properties.

?We have been doing rental houses since 1992. We are just buying more in the last three to five years. It is not too bad. You just want to make sure you have quality properties and maintain good upkeep on them,? Hunter explained.

When asked what she does for fun in her downtime, Hunter gave a surprising answer.

?I have a small hobby farm. It is 40 acres. We have cows. We used to do pigs and chickens, but we don?t have time for that anymore.

?It is very stress relieving. Most of the time the cows don?t talk back. They are always glad to see you,? Hunter said with a smile.

With what little time she has left over in a week, Terri finds time to do a radio show twice a week on BobFM and KIX Country 105.7.

She airs live on Thursday mornings at 8:50 in the a.m. She also airs every other Friday on BobFM. She then pre-records with Becca on Kix Country.

?I always do statistics; Pettis County residential listings, how many are pending and how many are sold each week.?

Japan protests as Chinese ships enter disputed waters

TOKYO (Reuters) - Four Chinese ships briefly entered what Japan considers its territorial waters near disputed islands in the East China Sea on Monday, prompting an official protest from Tokyo and renewed diplomatic efforts to cool tensions between the rivals.

In a move that could further complicate the territorial row that is threatening relations between Asia's biggest economies, a group of fishermen from Taiwan -- which also claims the rocky isles -- said as many as 100 boats escorted by 10 Taiwan Coast Guard vessels were headed for the area.

China's Xinhua news agency said in the morning that two civilian surveillance ships were undertaking a "rights defense" patrol near the islands, citing the State Oceanic Administration, which controls the ships. Two fishery patrol vessels were also detected inside waters claimed by Japan.

Japan lodged an official protest.

By afternoon, all four Chinese vessels had moved further away, the Japanese Coast Guard said.

Sino-Japanese relations deteriorated sharply after Japan bought the islands, called Senkaku in Japan and Diaoyu in China, earlier this month, sparking anti-Japan protests across China.

"In recent days, Japan has constantly provoked incidents concerning the Diaoyu islands issue, gravely violating China's territorial sovereignty," Xinhua reported.

The ship patrols were intended to exercise China's "administrative jurisdiction" over the islands, it said.

"Following the relevant laws of the People's Republic of China, (the ships) again carried out a regular rights defense patrol in our territorial waters around the Diaoyu islands."

Sino-Japanese ties have long been plagued by China's memories of Japan's military aggression in the 1930s and 1940s and present rivalry over regional influence and resources.

Japanese Vice Foreign Minister Chikao Kawai will visit China on Monday to discuss Sino-Japanese relations with Chinese Vice Foreign Minister Zhang Zhijun, the Foreign Ministry said.

TAIWAN COMPLICATION

The arrival of Taiwan vessels in the area could complicate the potentially fraught game of cat-and-mouse being played near the islands, where mainland China has launched an effort to assert sovereignty by sending government ships into the disputed waters.

Taiwan television showed boats bound for the islands leaving Suao port in heavy rain, sporting banners and large Taiwan flags. News reports said bad weather could delay their arrival, expected overnight on Monday.

The Taiwan fishing group said their boats would sail around the islands to reassert their right to fish there and did not rule out trying to land on the rocky isles.

Taiwan Defense Minister Kao Hua-chu told parliament that the military was ready for any contingency, but did not elaborate.

Taiwan has traditionally had friendly ties with Japan, but the two countries have long squabbled over fishing rights in the area. Beijing deems Taiwan to be an illegitimate breakaway province, and the two sides both argue they have inherited China's historic sovereignty over the islands, which are near rich fishing grounds and potentially huge oil and gas reserves.

The latest flare-up in tensions over the islands comes at a time when both China and Japan confront domestic political pressures. Japanese Prime Minister Yoshihiko Noda's government faces an election in months, adding pressure on him not to look weak on China.

China's Communist Party is preoccupied with a leadership turnover, with President Hu Jintao due to step down as party leader at a congress that could open as soon as next month.

On Monday, Noda told reporters before leaving for New York to address the U.N. General Assembly that he would stress the importance of solving problems between nations by the rule of law, but that he had no plan now to mention specific issues in his speech to the world body.

Some 40 Japanese troops and 2,200 U.S. Marines, meanwhile, are conducting a joint drill on and around the U.S. territory of Guam aimed at improving their ability to defend remote islands, Japan's defense ministry said. The exercise runs from August 21 through September 26.

Worries are simmering that the row could hurt the economic ties that closely bind China and Japan. China is Japan's largest trading partner. In 2011, their bilateral trade grew 14.3 percent in value to a record $345 billion.

Abbe David Lowell to Receive 2013 White Collar Criminal Defense Award

Prominent white collar litigator Abbe David Lowell will receive the 2013 White Collar Criminal Defense Award during the NACDL White Collar Criminal Defense College program at Stetson University College of Law in Tampa Bay, Fla. The award, which honors individuals who have made a profound impact on the field of white collar criminal defense advocacy, will be presented on Jan. 12, 2013.

Mr. Lowell, a partner at Chadbourne & Parke LLP and head of the firm's White Collar Defense, Regulatory Investigations and Litigation Group, is one of the nation's leading white collar defense and trial attorneys. He has successfully tried cases in 17 states and argued in more than a dozen courts of appeals, including the Supreme Court. He advises clients in their dealings with the U.S. Congress, state legislatures, and federal and state regulatory agencies. Mr. Lowell has defended notable high-profile public and political clients, most recently former U.S. presidential candidate Senator John Edwards, whose four-week trial ended with an acquittal and hung jury counts, resulting in the Justice Department dropping the case on June 13, 2012.

"I am honored and humbled to receive this award from my peers, and want to thank both the Stetson University College of Law and the National Association of Criminal Defense Lawyers for selecting me," said Mr. Lowell. "I am proud to work with my white collar defense colleagues around the country to maintain the balance between government and the rights of those charged with crimes."

Mr. Lowell also served as chief minority counsel during impeachment proceedings against former President Bill Clinton and as special ethics counsel to the House Committee of Standards of Official Conduct. He was special counselor to the United Nations High Commissioner for Human Rights in the investigation and prosecution of human rights violations and war crimes in Rwanda and the former Yugoslavia from 1994-96. Mr. Lowell teaches criminal law, evidence and trial practice at Georgetown Law Center and Columbia Law School and has written extensively on criminal law and procedure issues in legal and non-legal publications.

He has been recognized as one of the most influential attorneys and best white collar defense attorneys in the U.S. by publications including The National Law Journal as well as Chambers and Best Lawyers in America.?

On Saturday, we held the third-annual Minnesota Blogger Conference at Allina Commons in Minneapolis. More than 200 bloggers showed up to learn and meet other bloggers from Minnesota.

We heard from people like Julio Ojeda-Zapata who talked about how to use Google+ as a blogging platform.

We heard from our keynote, Rick Kupchella, as he talked about the future of news media?and how bloggers fit in.

And, we heard from Mykl Roventine about plug-ins that can help your WordPress blog run a little more smoothly.

Police: 5 killed in Iraq attacks

BAGHDAD (AP) ? Attacks killed five people in Iraq's capital on Sunday, targeting security forces and Shiite Muslims in the small but steady stream of continuing violence across the country.

The victims were top targets of Sunni insurgents who have sought to shake public trust in the Shiite-led government and rekindle widespread sectarian fighting like the kind that brought Iraq to the brink of civil war just a few years ago.

In the deadliest attack Sunday, a minibus exploded in the Shiite neighborhood of Sadr City. Police said three passengers were killed and seven wounded in the noontime blast in what is one of Baghdad's poorest areas and traditional stronghold of a Shiite militia that used to fight the Sunni insurgency.

Several hours later, officials said gunmen killed a federal police general and his aide in a drive-by shooting on a western Baghdad highway. Police said Brig. Gen. Naif Abdul-Razzaq and his driver were headed home from work when they were shot. The gunmen escaped before they could be caught, police said.

Medics in nearby hospitals confirmed the death toll in both incidents. No group immediately claimed responsibility for either attack.

All officials spoke on condition of anonymity because they were not authorized to release the information.

Imelda Marcos' vast shoe collection ruined

Termites, storms and neglect have damaged part of former Philippine first lady Imelda Marcos' legendary stash of shoes and other vanity possessions, left behind after she and her dictator husband were driven into U.S. exile by a 1986 popular revolt.

Hundreds of pieces of late strongman Ferdinand Marcos' clothing, including the formal native see-through Barong shirts he wore during his two-decade rule, have also begun to gather mold and fray after being stored for years without protection at the presidential palace and later at Manila's National Museum, officials told The Associated Press on Sunday.

The Marcoses fled the Philippines at the climax of the army-backed "people power" revolt, which became a harbinger of change in authoritarian regimes worldwide. Ferdinand Marcos died in exile in Hawaii in 1989 and his widow and children returned home years later.

They left behind staggering amounts of personal belongings, clothes and art objects at the palace, including at least 1,220 pairs of Imelda Marcos' shoes.

More than 150 carton boxes of clothes, dress accessories and shoes of the Marcoses were transferred to the National Museum for safekeeping two years ago after termites, humidity and mold threatened the apparel at the riverside palace. There they deteriorated further as the fragile boxes were abandoned in a padlocked museum hall that had no facilities to protect such relics and that was inundated by tropical storm rains last month due to a gushing leak in the ceiling, museum officials said.

Museum staffers, who were not aware the boxes contained precious mementoes from the Marcoses, opened the hall on the fourth floor of the building after noticing water pouring out from under the door. They were shocked to see Marcos' shoes and gowns when they opened the wet boxes, officials said.

Workers hurriedly moved the boxes to a dry room and some were later brought to a museum laboratory, where a small team of curators scrambled to assess the extent of the damage, a process that may take months given the huge volume of the apparel. Some items have obviously been damaged by termites and mold beyond repair, according to museum curator Orlando Abinion, who is heading the effort.

"We're doing a conservation rescue," Abinion told the AP. "There was termite infestation and mold in past years, and these were aggravated by last month's storm."

"It's unfortunate because Imelda may have worn some of these clothes in major official events and as such have an important place in our history," he said.

Two AP journalists saw a badly tattered box at the museum with damaged and soiled leather bags and designer shoes of Imelda Marcos' bulging out. Termites damaged the heel and sole of a white Pierre Cardin shoe. Other shoes had been warped out of shape or messed by stains.

About 100 of Ferdinand Marcos' Barong shirts were squeezed tight into another box, some still attached to plastic hangers. A white Barong shirt on top, with the colorful presidential seal emblazoned on its pocket, looked disheveled with reddish stains and a sleeve nearly torn off.

Imelda Marcos, now a member of the House of Representatives, was not immediately available for comment Sunday.

'A little fixing up'? Philippines hides slum behind wall ahead of poverty conference

Her massive shoe collection, including top U.S. and European brands, astounded the world and became a symbol of excess in the Southeast Asian nation, where many still walked barefoot out of abject poverty.

Ferdinand Marcos' successor, democracy icon Corazon Aquino, accused him of stealing billions of dollars during his 20-year rule and ordered many of his assets seized.

The clothes and shoes of the Marcoses were not among the assets allegedly stolen by them and sequestered by the government following the dictator's fall, according to Presidential Commission on Good Government official Maita Gonzaga. The government has so far recovered $2.24 billion worth of cash, bank accounts and prime real estate from the Marcoses and their cronies, she said.

After the 1986 revolt, Aquino had Imelda Marcos' shoes displayed at the presidential palace as a symbol of the former first lady's lavish lifestyle. The shoes were then removed from public view and stored in the palace basement when Aquino stepped down in 1992.

Imelda Marcos claimed many of the shoes were gifts from Filipino shoemakers in suburban Marikina city, the country's shoemaking capital, for endorsing their products. Marikina officials borrowed 800 pairs of her shoes in 2001 for a shoe museum, which has become a tourist spot. Massive flooding, however, damaged dozens of pairs of Marcos' shoes in Marikina in 2009.

About 765 pairs, including famous brands like Gucci, Charles Jourdan, Christian Dior, Ferragamo, Chanel and Prada, survived the Marikina floods. The shoes still look remarkably new due to meticulous museum care, which includes displaying them in airtight and dust-free glass cabinets in an air-conditioned gallery, away from direct sunlight. The shoe collection draws a daily crowd of 50 to 100 Philippine and foreign tourists, who almost always leave in awe, museum manager Jane Ballesteros said.

"The first word they utter is 'Wow,' followed by the question, 'Was she able to wear all of these?'" Ballesteros said. "When I say, yes, look at the scratches on the soles, the next reaction is, 'Really?'"

"It's amusing," Ballesteros said. "Her shoes never fail to astound people years after."

(AP) ? Red Bull driver Sebastian Vettel won the Singapore Grand Prix for the second straight year Sunday, jumping up to second place in the Formula One drivers' championship.

Vettel inherited the lead from pole-sitter Lewis Hamilton of McLaren, who led the race until a gearbox failure on lap 22 forced him to drop out. It was Vettel's second win of the season, the first coming at Bahrain.

"We benefited a little bit from Lewis' failure," Vettel said. "We had a very, very strong pace all weekend and a good start, which got us in the hunt."

Hamilton's gearbox was leaking fluid for several laps before he dropped out. As his car came to a halt, team officials told Hamilton over the radio that "we did everything we could yesterday" ? suggesting they had gone in knowing there was an issue but were unwilling to take a five-grid-place penalty for changing the gearbox before the race.

Hamilton's teammate, Jenson Button, finished second at Marina Bay ahead of Ferrari's Fernando Alonso, whose championship lead was cut from 37 to 29 points with six races to go. The race was stopped when it reached the 2-hour time limit, two laps before its scheduled finish, after the safety car was brought out twice.

"It looks better than before," Vettel said. "It's a tough championship but we are still in it, and looking forward to the next few races, and the goal is to beat Fernando."

Force India's Paul di Resta finished a career-best fourth ahead of Mercedes' Nico Rosberg. Kimi Raikkonen of Lotus was sixth and maintained third place in the championship standings despite not having won a race.

Mercedes' Michael Schumacher dropped out after a heavy crash into the back of Toro Rosso's Jean-Eric Vergne.

Christian Denominations are Like NFL Teams

In honor of the beginning of the NFL season and because I have a bizarre need to compare things that are in no way similar to each other. I give you a list of Christian denominations and their corresponding NFL team.

Roman Catholic ? Chicago Bears
They've been around since the beginning and their history is filled with both conquests and venerated saints like George Halas, Dick Butkus and Gale Sayers. However, in recent years they've often been on the defensive leading to middle of the road status. Finally, Mike Ditka is Pope John Paul II and Walter Payton is Mother Teresa.

Episcopalian/Anglican ? Oakland Raiders
Historically, a rebellious group of upstarts from the insurgent AFL that has tamed over time as it's come to find more mainstream success. Still prone to bouts of rebellious behavior that come across more weird than iconoclastic in the modern context. You have a legion of hardcore fans that refuse to leave even if your behavior seems occasionally bizarre. Al Davis is King Henry VIII and John Madden is N.T. Wright.

Presbyterian ? New York Giants
You continue to have success in spite of the fact that it's entirely unclear why you've been successful in the first place. You base a lot of your work on your ability to amount a worthwhile defense and the fact that your success must simply be preordained. You're led by an angry man who will become lovable in historical context (Tom Coughlin and John Calvin).

Methodist ? Kansas City Chiefs
You spent most of my childhood trying to redefine that gray area between average and slightly above average. A lot of your historical cache comes from simply existing and not embarassing yourself. Your fans are also fiercely loyal and very underrated.

Lutheran ? Indianapolis Colts
Your relevance is based upon the prolific production of a bygone hero who led you out of the metaphorical wilderness and into the historical spotlight. Out of deference to the bygone hero, people are still paying serious attention to you, but no one is completely sure why. Peyton Manning is Martin Luther.

United Churches of Christ ? Miami Dolphins
A franchise with a lot of historical significance including the only unbeaten season in NFL history and the crazy success of Dan Marino. The franchise's status has been undermined in recent years through a combination of identity crisis and wondering whether or not anyone actually cares.

Church of Christ ? Cleveland Browns
You like to think that you have a long and storied history, but in truth your franchise began in 1999. A loyal fan base sticks beside you through thick and thin. Often characterized by an inability to find adequate leadership. Examples of inadequate leadership include Tim Couch, Kelly Holcomb, Derek Anderson, Brady Quinn, Colt McCoy, and probably Brandon Weedon.

Disciples of Christ ? Baltimore Ravens
The more successful cousins of the current Cleveland Browns. Your success is based around the fundamentals like defense, running the football and not committing turnovers. However, to your detriment, fundamentals are really, really boring.

Eastern Orthodox ? Jacksonville Jaguars
Because there is like a 50% chance that you didn't know they were a team and an even higher chance that you can't tell me anything about them at all.

Baptist ? Minnesota Vikings
From the outside you look kind of cool and hip with your purple jerseys and your occassionally dynamic offensive player (Adrian Peterson, Randy Moss), but then we recognize you're the same underachieving team from years past. I fall for it every time. Maybe the cold Minnesota winters trick my mind.

Non-denominational ? Dallas Cowboys
The flashy name and the stars are always enough to make someone check you out, but it's nearly impossible to tell if they'll find something brilliant or something that just sputters along until it falls in a ditch. Smart money of late is on the ditch. Also, there is a near 100% chance that the whole enterprise is run by a megalomoniacal white man.

Pentecostal ? Arizona Cardinals
Everything just feels chaotic, hot and generally confused, but still full of some type of unrealized potential. It feels like you're brand-new, but you've actually been around for quite awhile.

Quakers ? Buffalo Bills
They're quiet, obscure, and unlikely to pick a fight. Also, they both produced Republican's who were on a Presidential ballot (Jack Kemp and Richard M. Nixon).

New England Patriots, Green Bay Packers, Pittsburgh Steelers
These are the teams everybody thinks they are. They're perennially successful and are able to roll with whatever changes or developments the rest of the world can muster. They have their weaknesses and their strengths, but they are so well trained and trust each other so much that they can work their way through almost any situation.

Yes, I am aware that all of the above are gross caricatures and are not reflective of the whole of a denomination and I'm fine with that. The caricatures serve their purpose.

You might think I'm writing all this to say that every church should aspire to be the Patriots, Packers, and Steelers, but it's not. Churches need to be who they are and they need to own who they are and try and be the absolute best that they can be in that context. Every denomination has weaknesses and strengths and my hope is that if they all worked together, perhaps in some sort of national faith league (or NFL, for short), then we might learn something from each other and work towards a better world.

Do I hope for ?one, holy, catholic and apostolic church?? Yes, very much so, but I'm not certain we can put that together on our own and during the in between time we can at least try and find a viable working substitute.
